Will Emerson

Will has over 15 years of Federal Government contracting experience with both large and small businesses. He brings a unique perspective to professional services having spent the beginning of his career working as a Government-site contractor. Will relates to the opportunities and challenges faced by both Federal Government clients and contractors and understands how to manage teams to meet their full potential.

Will has led companies to exponential growth through strategic partnering, down-to-earth transparency, and a focus on client satisfaction. Customers and partners appreciate Will’s presence and accessibility, commonly leading to organic growth.

Will enjoys photography and playing piano/guitar and singing with his teenage son. Will and his son are also very bad golfers – but enjoy it!

Frank Perry

Frank has been in the IT arena for over 20 years.  16 of these years have been spent providing solutions for the federal government, specializing in the DoD and the Federal Healthcare sector. His experience runs the gambit.  He has worked for some of the biggest OEMs and software companies in the industry, ranging from Dell, Panasonic, and Adobe.  This experience along with his partner, FSI (Federal System Integrator) and channel experience working for companies like Leidos, ePlus, and Premier Logitech have given him great insight to the workings of and a thorough understanding of the Federal Government acquisition process.

 Frank lives in Austin, TX, the “hotbed” of DoD IT innovation.

Donald Lipper

Don is an accomplished and innovative manager with a robust background spanning the Federal Government sector and the military. With over ten years in the Federal Government sector and over twenty years of military experience, Don has honed his skills in managing projects of various sizes and complexities.

His track record includes successfully overseeing task orders ranging from $1 million to $100 million, demonstrating his proficiency in handling significant financial responsibilities. Moreover, Don has managed projects involving large teams, showcasing his ability to lead and coordinate efforts among over 300 personnel effectively.

Don’s expertise extends beyond project oversight; he excels in applying effective metrics to measure project success. His skill set involves identifying and evaluating project management’s technical aspects while integrating strategic and business management principles. This comprehensive approach allows him to manage projects efficiently and align them with broader organizational goals and client expectations.

At Wood River Federal, Don leverages his extensive experience and diverse skill set to execute programs seamlessly for clients. His capability to navigate complex project requirements ensures that deliverables meet high standards and effectively fulfill client needs.

Jennifer Greenwell

Jennifer Greenwell started her fifteen-year career in the defense industry at NIWC Atlantic in Military Health Cybersecurity Program Management. Her expertise is in risk management, compliance, financial management, technical communications, and building lasting customer relationships. During her career, Jennifer has managed multiple complex local and remote teams for Department of Defense customers. Jennifer’s “people first” approach drives the bottom line of the successful programs she oversees. Jennifer proudly serves as the AFCEA Lowcountry Chapter Immediate Past President, AFCEA’s representative at the Palmetto Cyber Defense Competition and at AFCEA West. She is also a member of Women in Defense and the Charleton Defense Contractors Association. She is passionate about volunteerism in the defense community and enjoys fundraising for local STEM grants and scholarships. 

When she’s not working or serving the community, Jennifer enjoys quality time with family, friends, and her two cats.
