Fair opportunity and requests for quotes.

U-Tech’s SEWP VI contract is part of a multiple-award GWAC. Ordering activities must apply fair opportunity at the individual-order level as appropriate under FAR 16.505(b).

Read the full Fair Opportunity and Requests for Quotes clause

Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office.

The Contractor shall not market, quote, or otherwise offer for sale any IT Solutions not listed under this contract until those solutions are included in the SEWP database of record and available to all Government end-users.

If the Government issues a Request for Information as part of market research, the Contractor may provide items not yet listed on its SEWP contract as part of a market-research quote if:

  1. all such items are clearly marked as not yet available on the Contractor’s SEWP contract; and
  2. the Contractor submits a technology refreshment request to add those products to its contract.

If the Government issues a Request for Quote or Market Research Request, the Contractor may respond only with items available on its contract, and each item’s price may be no greater than the price in the Attachment F SEWP database of record when the quote is issued. If the Contractor has insufficient items on its contract to respond fully to a formal RFQ, the Contractor must respond with a no-bid.

Unless the RFQ specifically permits partial quotes, the Contractor must respond fully to all requirements in the RFQ. The Contractor must clearly state each quote’s validity period and honor any order submitted within that period.

Responses to an RFI or RFQ issued through the NASA SEWP online quoting system must follow the Contract Holder User Manual. Contract holders may use Government information posted on the Contract Holder Only Page solely to propose on SEWP requirements and may not provide that information to third parties to support unsolicited proposals.

Start with the SEWP Quote Request Tool.

The QRT supports market research, fair opportunity, controlled questions and answers, and a complete acquisition record.

Build the request

Include the SOW or PWS, outcomes, skill requirements, deliverables, location, security, schedule, evaluation factors, instructions, and due date.

Select Category C

Choose the appropriate contract-holder pool and the authorized fair-opportunity approach for the requirement.

Issue through QRT

Publish the request and use QRT questions and answers for clarifications while the request is open.

Evaluate and order

Evaluate responses, document the selection, issue the agency order, and submit it to the SEWP PMO for processing and SCN assignment.

Installation, warranty, software support, and order troubleshooting.

The quote and order define the requirement-specific schedule, service levels, acceptance criteria, warranty coverage, and support responsibilities.

Installation and deployment

U-Tech coordinates site prerequisites, integration, testing, acceptance, documentation, and knowledge transfer based on the awarded order.

Warranty and maintenance

U-Tech provides the applicable commercial warranty and contract-required protections. Extended coverage or maintenance is ordered through approved SEWP CLINs.

Software and subscriptions

Licensing, maintenance, subscriptions, support, entitlements, hosting, data rights, and Government EULA terms are stated in the quote and order.

Troubleshoot a problematic order

Send the SCN, agency order number, affected line item or service, location, impact, dates, supporting evidence, and requested outcome to U-Tech Customer Support.
